欧洲大学治理模式的变革趋势及其治理启示

Trends of Change and Revelation on Governance Mode in European Universities

欧洲国家的经济范式发生了根本性的变化,这些变化深刻地影响着欧洲大学的内外部治理模式。欧洲高等教育治理模式正在从以往的"强政府-弱市场"模式向"弱政府-强市场"模式变革,这种变革直接驱动了欧洲大学在整体性治理、内部治理、大学与政府、大学与社会的关系等四个方面产生了新动向。基于欧洲大学治理模式的基本特征,我国应该从整体性治理、内部治理和外部治理三个层次对现行大学治理模式进行主动性改良。

Europe's economy has undergone a fundamental paradigm changes,which profoundly affects the internal and the external governance of European universities.European higher education governance model is changing from the 'strong government-weak market' to the 'weak government-strong market' mode.This change directly gives a birth to a new trend of general governance of universities,internal governance of universities,the relations of university and government,and the relations of university and society.Based on the analysis of the characteristics of the governance of European universities,the author points out that China should improve the initial change of the university governance mode from three levels: the overall governance,the internal governance and the external governance.
