Review on the Utilization of “Deposit Refund System”

“抵押—返还”是“利用市场”的环境经济政策手段之一,本文通过对该政策国内外研究现状的比较,看出我国对该政策研究的差距。通过对该政策国内外应用现状的比较,看出它在发达国家的普遍应用,而在我国的应用尚是探索性、尝试性、局部性的。从该政策的功效特点和适用范围分析,得出该政策应当是整个环境经济政策手段体系中不可缺少的组成部分。最后提出对该政策应该深入研究的内容设想。

“Deposit Refund System” is one of environment economical policies in “making use of markets”. Through the comparison between the current situation of research of this policy in China and other countries, we can see that the developed countries focus on the research and make great achievements on it, but in China, it is just at the beginning, and most articles are introductory and describable. This policy should be the indispensable part of the whole environment economical policy system from the point view of its functional characteristics and fields of its application.
