A Probe into the Characteristics and Guidance of the Mass Incidents-based Network Public Opinions

网络舆论就是通过互联网表达的社会舆论,具有扩散性、从众性、非理性化、情绪化、泛政治化和组织化等对群体性事件起推动作用的特征。政府应通过加强网络舆情的监测与预警、第一时间发布准确信息、依靠大众传媒作出权威评论,以设置议程、发挥政府网络评论员队伍作用等措施引导和控制网络舆论,积极预防并妥善处置群体性事件。

Network public opinions is the social opinions expressed through internet,which is characterized by diffusibility,irrationality,emotion,pan-politicalization and systematism,contributing to promotion of mass incidents.Consequently,the government should guide and monitor network public opinions,actively prevent and properly handle all types of mass incidents through stepping up the safety monitoring and pre-warning of network opinions,releasing timely and accurate information,relying on the mass media for authoritative comments,setting up agenda and giving full play to the role of the governments' network commentator teams
