摘要
中国历来重视通过打击来解决社会治安问题。但是,事实证明,单纯打击不能从根本上解决治安问题。减少社区违法犯罪必须依靠群众借助民力,共同参与社区治安管理,而社区警务正是借助民力做好治安管理的有效途径。社区警务必须具备防控、信息及服务这三大功能,才能完成社区警务的根本任务,切实解决社会治安问题。
China's usual practice of resolving social security is by recourse to crackdown.However,social security can't be fundamentally resolved only by crackdown.Reduction of the number of the illegal crimes calls for the masses' concerted efforts on public security management of communities.Community policing is an effective approach for he masses' concerted efforts on security management.Community policing should function as prevention and control,information and service provision.Only thus can the basic tasks of community policing be implemented and social security be resolved.
