西部地区残疾人扶助存在的问题及对策分析——以宁夏中宁县为例

Problems in Befriending the Handicapped in China’s Western Regions and Countermeasures——Taking Ningzhong County in Ningxia as an Example

残疾人是当代社会中最困难的弱势群体,也是该群体中最需要扶助的群体。因此,在社会保障和服务体系建设过程中,必须加大对残疾人的扶助力度。本文将以中宁县为例,通过对残疾人扶助制度在执行过程中面临的困难、存在的问题进行分析并结合当地残疾人扶助制度存在的利弊提出相应的对策,来不断丰富和发展残疾人的扶助制度,使残疾人以后的生活更有保障。

In today’s society,the handicapped are the most disadvantaged groups and need help badly.Therefore,in the process of construction of social security and service system,the support to them must be intensified.Taking Ningzhong County as an example,this paper analyzes the difficulties,problems in befriending the handicapped,and provides some countermeasures in accordance with Ningzhong’s practice,wishing to enrich and develop the system,and make their future life more secure.
