The Early Intervention for Special Need Children in America under the Protecting of Law

美国特殊教育的发展与它的特殊教育立法密不可分。在特殊儿童早期干预方面,美国的特殊教育立法更是有举足轻重的作用。本文介绍了美国早期干预计划的由来及目前的实施状况;对美国法律体系中涉及特殊儿童早期干预的法律条文进行了阐述,结合我国国情,对我国建立早期干预专项法律提出了一些建议。

The role of special education legislation in America is very important to the development of special education,especially in the early intervention program for special needs children.This article introduces the beginning of the early intervention program,and now almost special needs infants and children in America have benefit in this program.At the same time,this review describes some core laws involving with this program,such as IDEA,ADA.And then some suggestions are proposed for developing special education legislation in China on the basis of our situation from the experience of America.
