从固定总价合同看某高边坡生态修复工程的风险管理

RECOGNITION OF RISK MANAGEMENT OF ONE HIGH SLOPE ECOLOGICAL RESTORATION PROJECT THROUGH FIXED PRICE CONTRACT

本项目采用固定总价合同,施工难度之大在全国矿山环境生态恢复治理工程中尚属罕见,没有可供借鉴的成功经验,项目实施过程中存在着诸多的风险。施工过程中通过分项工程间工作内容的合理调整,根据"动态设计、信息化施工"的原则,通过施工方法的变更,不仅解决了前期投标工作中因经验不足而带来的问题,而且规避了近100 m高空锚杆施工所带来的困难和安全风险,确保了工程质量满足要求,工程费用不突破预算。实现了安全、坡稳、山绿、如期、投资总额不突破五大目标。

The project uses fixed price contract.The difficulty of construction in the national mining environment ecological restoration management project is still rare.There is no successful experience that can be used for reference.There are many risks during the project implementation process.Reasonable adjustment of job duties among item projects is conducted during construction process.According to the principle of dynamic design and informational construction,the construction methods are changed.which not only solves problems produced by lack of experience during the priorperiod bidding job,but also avoids risks caused by the bolting working nearly 100 meters above the ground,thus ensuring the quality of the project to meet the requirement and the cost of construction without breaching the project budget ceiling.It is well implemented to achieve the five goals: safety,slope stability,hill afforestation,on schedule and the total investment does not exceed its budget.
