The Real Logic of Chinese Internet Context——Online Group Behaviors and the Government's Solutions

网络群体行为的"群体极化"、"群体想象"、"沉默的螺旋"常态化等都使得网络舆情难逃偏执、狭隘的困境,乃至造就网络谣言大量滋生。集体焦虑和固有偏见又使得网民们在狂欢声中与理性相背而驰,且渐行渐远。网络群体行为极易引发线下社会群体性事件,对其不屑一顾,或视之若洪水猛兽,都不是科学的态度。政府要顺应网络传播的特性,及时介入,科学应对,掌握舆论引导的主动权,从而有效化解舆情,维护社会稳定。

Phenomena derived from the online group behaviors, such as 'group polarization', group think, 'the spiral of silence' and normalization, all surrender Internet public opinions to bigotry and narrowness, and even result in abundant Internet rumors. Coupled with the collective anxiety and inherent bias of the online groups, the netizens go in the opposite direction of rationality amid carnivals and keep themselves further away from it with the lapse of time. Online group behaviors can easily cause off-line mass incidents. Neither disregarding it completely nor treating it as a great scourge is a scientific attitude. The government should adapt to the characteristics of network communication, intervene promptly, respond scientifically, and keep the initiative in guiding public opinion, so as to effectively resolve public issues of concern and maintain social stability.
