Avoid Social Gardening Thinking in Cultural Development

激发全民族的文化创造力,关键在于正确认识政府在文化建设中的作用。目前中国文化软实力不强、文化创造力不足的现象,不能简单地认为是由于政府对文化管得太少而造成的。政府不能撒手不管,更不能管得太多、管得太死。关键是要调整好国家和社会、社会和个体的关系,深入反思和清除计划体制的弊端,深化文化体制改革,逐步有序地增强社会的自主性和自组织能力,最大程度地激发社会的活力和个体的创造力。

The key to inspire national cultural creativity lies in a correct understanding of the role of the government in cultural development. The weakness of Chinese cultural soft power and creativity can not be simply ascribed to the government's poor supervision. Instead of having nothing or too much in charge, the key is to adjust the relationships between and among the nation, society and individual, to deepen the cultural system reform on the base of reflecting and weeding out the abuse of state-planning. In an orderly way, the social initiative and capability of self-organizing shall be enhanced and the social vitality and the individual creativity shall be stimulated to the greatest extent.
