摘要
公众参与政府绩效管理有利于实现公众的合理诉求与广泛监督,有利于提升政府绩效管理的有效性,弥补政府绩效管理的某些缺陷和不足,也为政府以"清廉、为民、务实"为宗旨推进绩效管理提供了现实依据。西方学者提出的"公民参与阶梯论"对我们扩大公众参与具有启发意义。要不断揭示公众参与政府绩效管理的特点与规律,不断拓展公众参与政府绩效管理的进程和路径,建立确保公众成为政府绩效管理主体的长效机制,不断完善公众参与政府绩效管理的制度建设、技术支持及组织保证。
Public participation in government performance management helps people to express their reasonable demands and exercise extensive supervision over the government.It is also conducive to enhancing the effectiveness of and remedying some defects and shortcomings existing in government performance management.It provides a practical basis for the government to promote the performance management with a purpose to be 'clean,pragmatic and for the people'.The theory of the Ladder of Citizen Participation put forward by western scholars provides an insight for us in expanding public participation.We need to find out the characteristics of and laws governing public participation in government performance management,constantly increase access to it and ways of accomplishing it,establish a long-term mechanism to ensure that the public plays a major role in government performance management,and constantly improve public participation in government performance management in terms of institutional development,technological support and organizational guarantee.
