乱搞政绩工程、借公权力迎合领导等行为反映了近年来部分官员的机会主义心态。对328名官员进行的调查显示,民众需要、经济形势和政策导向中的不确定性因素,是导致官场机会主义倾向的重要原因。在机会主义心态的影响下,官员最可能忽视的往往是民意和长远规划。对公众进行的调查显示,人们认为机会主义的危害主要是扭曲中央政策、损害政府公信力。机会主义盛行与公众监督渠道不畅、责任和惩罚机制不健全以及民众过于"宽容"有关。决策者和媒体有责任消除机会主义滋长的条件。

Showing 'administrative achievement' projects,flattering higher officials by abusing public power…these behaviors reveal the opportunistic attitude of China's officials in recent years.According to our survey of 328 officials,people's requirement,economic situation and the policies of the central government are the top 3 factors which give rise to opportunistic attitude due to their uncertainty.Long-term plans and public opinion are most likely to be neglected by opportunists.In our survey of the public,many people point out that opportunism devastate the central government's policies and the authorities' redibility.Opportunism prevails because of the lack of means of public supervision,the unsatisfactory liability scheme and punishment mechanism and the 'tolerance' of the public.Policy makers and the media should shoulder the responsibility to root out the environment in which opportunism flourishes.
