法治改革与法治建设具有全局性、关键性、战略性意义,是国家治理体系和治理能力现代化的重要基石。在全部领域的改革中,法治改革先行是其他领域改革能够规范有序实施、最终实现改革目标的重要保障。长期以来,人们的目光主要投放在经济领域的改革上,法治改革的步伐及具体法律的制定严重滞后,实质法治更为滞后。没有一个良好的法治环境,市场经济无法长期良好运行,建立现代市场经济体制,需要完善法治。在全面深化改革的大局中,迫切需要以法治凝聚改革力量,以此形成"自上而下、自下而上"上下联动的改革势态以及最大公约数的改革共识。

Legal reform and development is of overall, important and strategic significance and serves as the important cornerstone of the modernization in national system of governance and governance abilities. Launching legal reform first is an important guarantee for carrying out reforms in other fields in a standardized and orderly fashion and finally realizing the objectives of the reform. For a long time, people have been focusing their attention on reforms in the economic field. In contrast, legal reform and specific law-making lags far behind, and the rule of law practically lags far more behind. Without a good legal environment, the market economy can not operate well in the long run. The establishment of a modern market economy system requires improvement of the rule of law. In deepening the reform, it is urgent to unite reform forces with the rule of law, so as to create a trend of 'top-down and bottom-up' support for reform and reach reform consensus that is as broad as possible.
