The Orientation of Reform of the Cultural System——New Balance between Industrial Development and Benefiting the People

文化作为推进国家治理体系和治理能力现代化的重要组成部分,要从五位一体的宏观整体上进行改革的顶层设计,并从改革的系统性、整体性、协同性出发辩证施政。十八届三中全会指出,在文化理念上要兼顾中西,通古开新,找到发展产业经济与普惠大众之间的平衡;将市场在资源配置中的基础性作用提升为决定性作用,推动文化创意产业发展升级,构建中国特色的公共文化服务体系,提高文化开放水平,以实现文化的发展与繁荣。

Culture is an important part of government efforts to promote modernization in national governance system and governance ability. China needs to make top-level design for reform from a four-in-one macro-perspective and govern the country didactically by considering that reform is systematic, overall, and coordinated. The Third Plenary Session of the Eighteenth CPC Congress points out that in terms of cultural concepts, China should use both Chinese and western elements, learn from the old and new, and strike a balance between the development of industrial economy and benefiting the public; improve the basic role of the market in resource allocation to be decisive, promote upgraded development of cultural and creative industries, establish a public cultural service system with Chinese characteristics, and enhance the level of cultural opening up, so as to realize the development and prosperity of culture.
