On the Key Political and Economic Issues in Comprehensively Deepening Reform

全面深化改革要在经济、政治和社会等重要领域实现突破,这需要"顶层设计"的整体规划,中国的改革开始由"摸着石头过河"进入"顶层设计"阶段,《决定》为经济体制改革提出了具体构想,为政治体制改革留下了足够的空间。在经济领域,政府与国有企业的关系需要重新划分,要消除城乡二元结构,这是解决政治、经济、社会矛盾的主要途径。同时,国内自贸区建设符合我国具有广阔沿边地区的实际,是推进体制改革尤其是对外开放改革的重要举措。

A comprehensive deepening of reform needs a breakthrough in economic, political, social as well as other important areas. This requires overall planning on 'top-level design', and then Chinese reform will shift away from the stage of 'crossing the river by feeling the stones' toward the stage of 'top-level design'. The Decision puts forward specific ideas for the reform of the economic system and leaves enough room for political system reform. In the economic field, the relationship between the government and the state-owned enterprises needs to be redefined and the urban-rural dual structure needs to be eliminated, which is the main way of resolving political, economic and social conflicts. At the same time, domestic free trade zones conform to the actual conditions of China that it has vast border areas and are an important measure for promoting institutional reform, especially reform of China's opening-up.
