摘要
中国改革初期的突出特色是政府主导,地方政府实际充当了资源配置的主体。随着经济增长转入中速,前一阶段高速增长中积累的诸多经济社会矛盾显现,理顺政府与市场的关系就成为经济体制改革的核心问题。有人认为,中国经济奇迹的"密码"恰恰在于地方政府的竞争,但地方政府竞争极大地扭曲了市场配置资源的机制,付出了过高的资源、环境成本,并形成了巨大的权钱交易空间。继续维持甚至加强地方政府竞争,发展方式转型将难以落实。因此,界定政府与市场的边界,对今后中国经济社会发展具有重大意义。
China's reform initially highlighted government's dominant role, with the local government acting as the main allocator of resources. As high growth slowed down to medium level, economic and social conflicts accumulated during the early rapid-growth stage appeared. Hence, straightening out the relationship between the government and the market becomes the core problem of the reform of the economic system. Some people argue that the 'key' to Chinese economic miracle lies in the competition among local government. However, it has greatly distorted the market mechanism for allocation of resources, caused huge resource and environmental costs, and created the great possibility of power-money deals. If we continue to maintain or even strengthen the competition of local government, the transformation of development pattern will be difficult to complete. Therefore, delineating the boundaries between the government and the market is of great significance to China's future economic and social development.
