On the Competitive Election System in China——Its Development History Improvement Orientation

党的十八大在扩大差额选举、推进民主政治建设的理论和实践方面迈出了可喜的一步。十八大报告特别强调要健全党内民主制度体系,完善党内选举制度,规范差额提名、差额选举,形成充分体现选举人意志的程序和环境。从民主政治发展的角度来看,差额选举是大势所趋。然而,目前我国差额选举还存在不少问题,我们需要充分认识差额选举的重要意义,科学把握差额选举的发展方向,不断加强制度建设,推进差额选举的科学化规范化制度化。

The 18th CPC Congress takes a gratifying step forward in expanding competitive elections and promoting democratic political development from both theoretical and practical perspectives. Its report particularly stresses the need to strengthen the inner-party democracy system, improve the inner-party election system, standardize the nomination and voting process of competitive elections, and create election procedures and environment that fully embody the will of the voters. From the viewpoint of the development of democratic politics, competitive elections are an inevitable trend. At present, however, there are still a number of problems facing competitive elections in China. So we need to fully understand the significance of competitive elections; correctly grasp their development direction; constantly strengthen institutional development; and promote improvement, standardization and institutionalization of competitive elections.
