The Historical Origin and Strategic Prospect of "One Country, Two Systems"——How Macao Makes Use of the "Bonus" of the Special Administrative Region System

制度创新是创新最核心的部分之一,没有合适的制度,就没有良好的发展。实行"一国两制"解决澳门、香港、台湾问题是东西方制度理论的创新成果。澳门受惠于"一国两制",也理应肩负起历史赋予的责任和使命。在国家未来发展战略及走出去战略中,澳门可以发挥特殊的作用,成为展示华夏文化软实力的窗口、思想创新的平台、制度创新的"试水区"。

The institutional innovation is one of the most essential parts of innovation. Without a proper system, there will be no good development. Using 'one country, two systems' to resolve the Macao, Hong Kong and Taiwan issues is an innovation achievement in the theory of oriental and Western systems. Macao benefits from 'one country, two systems' and hence should shoulder the historical responsibility and mission. Regarding China's future development strategy as well as the 'going out' strategy, Macao can play a special role by serving as a window to display the Chinese cultural soft power, a platform for ideological innovation, and a place of trial for institutional innovation.
