Between Liberalism and Republicanism: Habermas' s Theory of "Reconstructive" Power and its Enlightenments

自由主义以符合法律的行政权力来安排国家的政治生活,而缺乏古典政治学对于"善"的理念的重视,从而有使政治演变为"利益瓜分场"的倾向;共和主义则通过交往权力合理地揭示了政治权力的合法性来源,但却忽略了行政权力的具体运行机制,从而陷入了一种抽象的思辨。哈贝马斯的"重构性"权力理论则倡导通过公民自主的政治参与,从而使分化为行政权力和交往权力的政治权力,在具有理性结构的协商和决策之中获得统一。这种纠偏现代政治体制中行政权力过度膨胀的新思路,为中国的政治体制改革提供了可以借鉴的思想资源。

Liberalism complies with administrative power to arrange the political life,and fails to pay attention to the idea of 'good' in classical politics,so as to make politics have the tendency of ' carve up field of interest'.Republicanism reveals the legitimacy origin of political powers through the communication power reasonably,but neglects the operational mechanism of the administrative power,thus it has a trouble of abstract speculation.Habermas' s theory of 'reconstructive' power,which advocates the independent political participation of citizens,makes the political power that is divided into administrative power and communicative power realize the reunification in the deliberation and decision with rational structure.The new idea that rectifies the excessive expansion of the administrative power in the modern political system can provide references for China's political system reform
