摘要
目前,因工程项目引发的群体性事件有增无减,官民矛盾突出,社会舆论引导工作不可或缺。有的地方政府"不愿说""、不会说"和公信力缺失,以及网络媒体难于管理是政府社会舆论引导效果不佳的主要原因。因此,要从政务公开、民主决策、通过媒体与群众充分沟通、建立科学的新闻发布和媒体管理机制、以处置设置议程等方面,做好政府社会舆论引导工作。
Presently,there is an increasing number of mass disturbances caused by engineering projects,and contradictions between the officials and the people have been growing more and more prominent,which makes the public-opinion guidance absolutely necessary.Frustrating effects of the government public-opinion guidance is mainly attributed to the governments' lack of credibility,unwillingness or incompetence to report as well as the trouble in management of internet media.Consequently,efforts should be made to do good performance in the public-opinion guidance on the part of the governments by keeping the public well informed of the government affairs,constructing scientific mechanism for press release and media management via full communication between the media and the masses,etc.
