摘要
公安监管场所警察腐败主要是指公安监管场所警察滥用职权向被监管、羁押人员或其他相关人员收受非法利益的违纪违法犯罪活动。公安监管场所腐败形成经历量变到质变的过程,呈多元化趋势。公安监管场所腐败原因主要是监管场所工作缺乏有效的监督、警察综合素质较低下和监督管理体制不健全等。有效治理公安监管场所警察腐败,必须完善监管场所监督机制和加强监管场所自身建设。
Police corruption in places under police supervision and control basically refers to the criminal activities of laws and discipline violation in which the police abuse their power to seek illegal interests from the supervised, the detained and others involved. It witnesses a development process from quantitative change to qualitative change, showing diversification tendency.
