浅析滇缅边境地区非法居留问题——以德宏边境地区边民入境通婚为视角

An Analysis of Illegal Stay in Yunnan-Burma Border Areas:A Perspective of the Intermarriage of Border Residents in Dehong Border Areas

滇缅边境地区由于独特的边境环境和现行出入境管理体制的缺失,边民入境通婚登记率极低,部分人的身份认定困难,非法居留问题相当突出。由此带来的社会治安问题严重扰乱了正常的出入境秩序,导致公安派出所实有人口服务管理难以落实,也严重影响了边境民族地区的社会稳定。成功的经验就是首创边民入境通婚备案登记制度,对缅籍入境通婚边民实行备案登记,建议尽快解决国籍身份认定问题,创新实有人口服务管理模式,推动滇缅边境地区经济社会稳定发展。

The unique border environment and the deficiency of the entry and exit administration system in Yunnan-Burma border areas give rise to low inbound marriage registration rates, difficult personal identification and prominent illegal stay, which results in serious social problems perturbing normal entry and exit order, difficult implementation of the actual population services and management, and severe impact on the social stability in border areas. The successful experience is to initiate registration and filing system for inbound marriage, make registration of the Burmese who immigrate for marriage. It is advisable to manage personal citizenship identification, innovate actual population services and management models so as to promote the stable development of social economy in Yunnan-Burma border areas.
