Evolution and Trend of EU Biofuel Policy

首先回顾欧盟生物燃料发展目标的演变历程,然后比较各成员国发展生物燃料的动机与实施的政策工具。研究结果表明,虽然欧盟的生物燃料顶层发展目标存在不确定性,但是,欧盟发展生物燃料的战略方向并未动摇;虽然各成员国发展生物燃料的初衷存在差异,但是,随着第二代生物燃料技术的不断成熟与市场潜力的不断释放,成员国之间的分歧在逐渐弥合;各成员国选择的主导政策逐渐趋同的同时,配套政策更加多元化。

The paper reviews the evolution of the development target of the biofuel set by the European Commission firstly,and then compares the different motivations and policy instruments among the EU member states.The paper argues that the top-level development objective of the biofuel in European Union is not completely rigid,but the EU has never shaken the development direction of the biofuel.Also the original intention of the Member States to develop biofuel is not exactly the same,but with the maturation of the second-generation biofuel technology and the potential biofuel market grows,the divergence gradually narrows.The dominant policy instruments implemented by the Member States converge while the supporting policies related become more diversified.
