以淄博市为例分析我国老工业城市的生态示范区创建

Taking Zibo as an Example to Analyze Ecological City Construction in Old Industrial Cities of China

自2003年我国发布生态示范建设指标以来,生态创建工作陆续在全国范围内开展,许多老工业城市也加入了生态示范创建的热潮。但由于许多老工业城市产业结构不合理,工业门类复杂,遗留环境问题众多,增加了生态示范区创建的难度。本文以典型老工业城市———山东省淄博市为例,分析了老工业城市进行生态示范创建过程中存在的主要问题,即产业结构不合理、主要污染物排放总量偏大和企业环境管理难度大,并在此基础上提出了老工业城市进行生态示范创建的出路,即提高各级政府对环境保护的重视程度、着力进行经济结构调整和制定有效的长效环保机制。只有这样方能不断提升环境质量,为子孙后代留下发展空间和碧水蓝天。

Ecological city construction has been developed nationwide since our country published the construction index of ecological city in 2003,and many old industrial cities participated in the activity.However,it is more difficult for these cities because of irrational industrial structure,complex industrial categories and environmental problems left by history.Taking the typical old industrial city-Zibo City of Shandong Province as an example,this article analyzed the mail problems of ecological city construction in old industrial cities.Irrational industrial structure,major pollutants discharges beyond the environmental capacity and difficulty in environmental management of enterprises have been considered as the three most critical issues.The fundamental way out for these old industrial cities ecological construction lies in improving importance of governments at all levels in environmental protection,trying to adjust industrial structure and establishing long-lasting environmental protection mechanism.Only in this way,we could constantly promote the environmental quality of cities and leave developing space,clean water and blue sky for our offspring.
