Research on the Evaluation Index System of Flood Disaster Loss

洪水灾害是当今世界上最主要的自然灾害之一,给社会带来巨大的经济损失和人员伤亡,科学地对洪水灾害进行损失评估是防洪减灾措施的理论基础和前提。本研究对洪水灾害损失评估从经济损失和非经济损失两方面进行了探讨,遵循科学性、整体性、全面性、可操作性和可比性等原则,采用主客观综合分析法并结合解释结构模型方法,构建了洪水灾害损失评估指标体系,旨在为洪水灾害损失评估提供理论基础,为洪水灾害的具体应对措施和灾害补偿提供参考依据。

Flood disaster is one of the major natural disasters in the world today,which brought about huge economic losses and casualties to the society.To assess flood disaster loss scientifically is the theoretical basis and premise of flood control and disaster mitigation measures.In this study,the assessment of flood disaster loss comes from economic losses and non-economic losses,following the principles of scientific,holistic,comprehensive,operal and comparable.The paper takes the method of subjective and objective analysis and explains structure model analysis,creates the evaluation index system of flood disaster loss,provides atheoretical basis for flood disaster loss assessment,and provides reference for the specific response measures for floods and disaster compensation.
