摘要
该文以湛江钢铁基地该项目对广东省和湛江市低碳发展影响情况分析得出,项目投产后年新增能源消费量692.12万t标准煤和CO2排放量2 196.87万t;通过建设该项目过程中淘汰落后粗钢产能,减量置换,可实现减少能源消耗425万t标准煤和CO2排放1353万t,有利于广东省"十二五"节能减碳下降指标的完成,并对节能减碳目标提出相应措施和建议。
Based on the increment of the total energy consumption and CO2emissions,the material balance and emission factor methods were used for calculating the greenhouse gases emissions of Zhanjiang iron and steel base project. The effects of the project on the completion status of energy consumptions per GDP and carbon emissions per GDP in Guangdong and Zhanjiang during the 12th Five Year Plan was analyzed after it went into operation. The analysis showed that the project increased energy consumption of 6. 92 million tons standard coal and greenhouse gases emissions of 21. 96 million tons. It had decreased energy consumption of 4. 25 million tons standard coal and greenhouse gases emissions of 13. 53 million tons by means of closing backward steel production capacity and practicing‘reduction replacement'principle of production capacity. The project was beneficial for completing the decreased index of the carbon intensity and energy- consumption intensity for Guangdong Province,but put much pressure on work of energy- saving and carbon dioxides reduction for Zhanjiang city. Finally,a series of suggestions were put forward to promote low- carbon development of Zhanjiang city.
