基于保障畜禽养殖产业可持续发展的环境保护战略

Research on Strategic Policy for Pollution Control of Livestock and Poultry Breeding Based on The Concept of Sustainable Development

"十二五"及今后一段时间是全面建成小康社会、畜牧业发展转型的重要机遇期,加强畜禽养殖污染防治工作是促进产业可持续发展的重要支撑,是改善区域环境质量的重要任务,也是推动农村生态文明建设的核心内容。本文系统识别了我国畜禽养殖产业发展和环境污染现状特征,分析了潜在的环境监管问题。基于保障畜禽养殖产业可持续发展的需求,结合污染防治宏观形势判断,研究提出"十二五"及今后一段时期我国畜禽养殖污染防治的5项重点战略任务14条优先行动,分别是建制度——完善畜禽养殖污染防治法规、政策和标准,抓减排——推进污染防治设施建设,控源头——强化分区分类管理和源头控制,推技术——开展畜禽养殖污染防治技术示范和推广,夯基础——加强畜禽养殖环境监管基础能力建设。

The'12th Five Year Plan'period and the following years are an important period of constructing well- off society and transformation of livestock and poultry breeding industry. The policy research could make a good support for promoting the sustainable development of this industry,and its' also an important task of improving the regional environmental quality,and a core content for constructing the rural ecological civilization. The research systemically identifies the characteristics of environmental pollution of the industry in china,summarizes the problems of pollution prevention and control,and also forecasts the potential regulatory problems. For the purpose of ensuring the sustainable development of livestock and poultry breeding industry,we propose five primary missions including fourteen priority actions in the period of'12th Five Year Plan'and the following years. The five primary missions include institutional construction,major pollution emission reduction,source control,technology promotion and foundation soundness.
