我国城市化发展已进入转型时期,存量优化的地位不断凸显。深圳作为由"增量扩展"向"存量优化"发展模式转型的先导城市,在不同层次的规划中探讨新的方法和管理程序,编制了一系列规划,出台了相关技术规范。深圳华联新安片区城市更新单元规划通过确定地块改造模式,构建市场行为和政府引导协作机制,制定科学、合理的经济技术指标和基本控制指标,促使地块社会、经济和环境多方面利益的均衡。
The development of urbanization in China has entered transition period, in which the inventory optimization of land use becoming very important. Shenzhen is the leader of the cities developing from incremental expansion to inventory optimization, and its urban plans in different levels have strong research and reference value. Renewal unit planning of Xin'an area determined the land transformation model, built market behavior and government guidance coordination mechanism, developed scientific and rational economic and technical indicators as well as land use control indicators, and prompted social-economic-environmental balanced interest allocates mechanism.
