摘要
历史街区在后工业时代城市建成环境的演化中扮演着重要角色,同时也引发政府和开发商的广泛关注。于是越来越多的开发、保护项目都瞄准了历史街区,近年来北京的钟鼓楼广场恢复整治项目即为一例。此项目在网上引起热议,社会各阶层人士都做出了不同程度的回应。研究通过对这一项目所引发的公众参与过程的分析,探讨公众参与在城市历史街区复兴过程中所扮演的角色及所发挥的作用,以及不同群体在参与过程中的权责分配与相互之间的影响。
Historic districts and areas play an important role of urban spaces in the current post-industrial age. With the growing concern of governments and developers, more and more projects aim at historic districts. The reinstating and renovating on Square of the Bell and Drum Towers project is just one of them. There is a hot debate on this project which all orders of society take part in. I am interested in the public participation behind it. This paper approaches the subject of the effects of public participation. It also analyses the allocation of different colonies' responsibility. Finally, I point my own view on how to make better public participation.
