基于包容性增长的贵州洛贯产业承接区总体发展规划探讨

Urban Master Planning Formulation Research Base On Inclusive Growth

研究通过对包容性增长内涵的探讨,构建出基于包容性增长的城市总体规划编制理论框架,并选择贵州洛贯产业承接区总体发展规划进行实证研究。研究认为,基于包容性增长的城市总体规划编制应关注"增长""公平""民生"三个关键点,其中,"增长"是核心动力和逻辑起点,应重点关注产业经济和基础设施2个提升;"公平"是关键环节、核心关切及本质要求,宜推进空间和谐发展、生态环境保护、制度保障均等及文化特色彰显4个建设;"民生"是重要保障与发展目标,要坚持弱势群体和公共服务2个关注。

With the theory of inclusive growth, the papers construct the theoretical framework of urban master planning formulation, and takes Luoguan industrial undertaking zone example. The paper thinks that the master planning base on inclusive growth should aim at increase fair and the people's livelihood. The increase is the core dynamic and logical starting point should pay close attention to improve the economy and infrastructure. The fair is the key link and needy, should advance the space, environment, institution and culture. The people's livelihood is the important guarantee and goal, should notice the vulnerable groups and public service.
