摘要
本文在介绍地质调查项目绩效评价背景的基础上,总结了我国地质调查项目绩效评价实践探索的三个阶段,界定了基于不同评价目的的三种评价类型,重点介绍了以内部管理为目的的绩效评价方法和应用。该种绩效评价思路从被动评价到主动评价与被动评价相结合、事后效益评价为主到过程控制与事后效益评价并重、定量评价为主到兼顾定量与定性评价三个方面进行转变,建立了绩效目标申报表及绩效评价指标体系,按照拟定绩效目标对目标进行评价、年度绩效考评、总体绩效考评、后续绩效考评四个步骤,进行项目全过程绩效评价工作。最后指出要把绩效评价作为地质调查项目管理的重要抓手,进一步完善地质调查项目绩效评价方法和指标体系,争取使绩效评价与项目技术评审、预算审查整合。
Based on the background of geological survey project performance evaluation,three stages of practical exploration in China are summed up,and three types for different purpose are defined. The method and application of performance evaluation for internal management are mainly explained. The changing of evaluation idea are:( 1) from passive evaluation to combining active with passive evaluation;( 2) from ex- post evaluation primarily to pursue both process control and ex- post evaluation; and( 3) from quantitative evaluation to balance quantitative and qualitative evaluation. The performance goal to declare and evaluation index system are established. The evaluation steps are: performance goal to declarant evaluation,annual performance evaluation, overall performance evaluation and subsequent performance evaluation. Finally,conclusions are pointed out:( 1) make evaluation become an important gripper of geological survey project management;( 2) further improve the method and the index system;( 3) integrate the evaluation,technical review and budget review of project.
