摘要
就业是民生之本,生活之基,发展之源。一直以来,观念排斥和制度障碍是制约残疾人就业的极为重要的因素。本文结合一加一(北京)残障人文化发展中心《盲人公务员公众态度调查》的相关数据,对我国残疾人就业所面临的制度障碍和观念排斥进行分析,发现大部分的社会公众认为残疾人所面临的就业制度障碍是不合理的。然而,调查也发现大部分的社会公众对残疾人的就业能力与工作效率等缺乏足够的认识,因而业已形成的观念排斥将会长期存在。所以,促进残疾人就业必须进行公众倡导,增进社会对残疾人的了解,促进社会融合,同时出台配套实施办法和建立完善的支持体系。
The employment is vital to people’s livelihood. It’s the base of life,the source of development. For a long time,the in- stitutional exclusion and barriers is an important factor restricting employment of the disabled. Combining with relevant data from one plus one disabled culture development center( Beijing) about the civil service for the blind public attitudes survey,to the bar- riers faced by the disabled employment system in China and concept of exclusive analysis,found that most of the public think the disabled employment system obstacles facing is not reasonable. However,the survey also found that most of the social public didn’t know the disabled employment capability and work efficiency well,thus the idea of rejection will still exist for a long time. So,to promote employment for disabled,we must carry out the public advocacy,to enhance social understanding of the disabled people,promoting social integration,and support for its implementation and to establish perfect supporting system are also neces- sary.
