摘要
OTT业务对传统运营商收入的冲击不断显性化,当前全球各国电信监管机构对OTT业务监管以观望态度为主,但也不断出现立法支持网络中立的监管态度和支持运营商对网络进行合理管理的监管实践,传统运营商该与OTT企业深度合作还是多种手段积极应对,或者自己成为OTT运营商,3种做法似乎各有道理,也各有尝试,对比了3类策略实施后的实际成效。
The OTT business impact on traditional operators be innovated continuously, in the current global telecoms regulator of OTT business regulation mainly wait-and-see attitude, but also appear constantly support for net neutrality legislation regulation attitude and support the practices of operators reasonably manage the network.The traditional operators should cooperate deeply with OTT enterprise, or actively respond with a variety of means,or himself become a OTT operators. Three ways all would be the reasonable, also each have been tried, the implementation of three strategies was contrasted.
