关于我国保护区法编制可能涉及的有关问题的基本认识

生态发展文明时代强调要实施"现代化与自然共存"、"经济建设与生物多样性和文化多样性保护共存"的生态发展战略,这意味着保护区的建设和管理占有极其重要的地位。所以,急需制定一部保护区法,以保证和推动它正常的发展。实践证明,只有深刻地认识保护区的性质、目标、任务不断发展和深化及在社会经济发展进程中所占有的重要地位,才能使之达到符合实际、行之有效的目的。本文就拟简要地探讨这方面的一些问题,并提出相应的建议,供有关部门参考。

It needs to emphasize the eco-developmental strategy of implementing "coexist modernization and the nature" and "coexist economic construction and biodiversity and cultural diversity conservation " in Eco-Development Civilization Era,that construction and management of protected areas occupy very important position.Therefore,it is urgently necessary to make a protected area law,in order to ensure and promote its normal development.Practice proves that it can achieve it to the goal of conforming to reality and effec-tive in practice,when profoundly recognizing constant development and deepening of its nature,target,duty and important position oc-cupied in social and economic developmental course by the people.The paper simply deals with some problems of this aspect and pro-poses corresponding suggestions for related departments.
