新形势下国家专业打捞机构能力建设探析

Analysis on construction of our country’s professional salvaging capability in the new situation

文章从国家专业打捞机构能够适应经济社会发展新形势、新任务的要求,能够更好地担当国家主力打捞力量的重担,真正体现服务型政府的使命担当和价值追求的角度出发,提出了以实现"三精两关键"为目标,以科技创新为先导,以机制改革为动力,以资金支持为保障,加强人才、技术、装备三个专业化建设,全面提升海上应急抢险打捞能力,加快转变发展方式,更好地履行国家赋予的公益性打捞职责的总体思路与对策。

From the perspective of our country’s professional salvaging capability having to conform to the new trend and tasks in economic and social development,better taking up the country’s main salvaging tasks and embodying the mission and pursuit of the service-type governments,the paper proposes that we target at realization of 'three best and two keys',while taking scientific innovation as the forerunner,taking mechanism innovation as the driving force,taking financial support as the safeguard,strengthen the three professional construction in aspects of talents,technology and equipments,comprehensively improve maritime first-aid salvaging capability and strengthen the transfer of development mode for the purpose of better implementing the general ideas and counter-measures for public service salvage duties endowed by the state.
