试析扁平化管理理论在突发事件应对指挥体系中的应用

扁平化管理理论源自军事指挥,并被广泛用于现代企业管理中。我国溢油应急指挥体系层次多、分支多的特点决定了可适用扁平化管理理论;海上溢油危害的影响面窄、应急专业化程度高等特征是应用扁平化管理的基础条件;而我国在国家层面推进协调统一的海上溢油应急指挥机制是推行扁平化管理的法律基础。扁平化管理理论应用于海上溢油应急指挥的策略和方案应选择适用的溢油事故规模,在执行层面注意实施模块化管理。

Flat management is from the military command, and widely used in modern enterprise management. Multiple levels and branches are characteristics of oil spill emergency command system, so it can use this theory. The narrow influence of oil spill harm and high degree of specialization in emergency are the foundation of the flat management; and it is the legal basis that our country decides to promote harmonious and unified command mechanism for Marine oil spill emergency. A suitable size of the oil spill shall be selected when flat management theory in the strategy and scheme of oil spill emergency command is applied, and the modular management shall be implemented in the execution level.
