当前存在的一些真与假不知、说与做两张皮、善与恶不分、潜规则大有市场等诚信缺失的现象和问题,对构建诚信体系提出了严重挑战。这些问题主要有历史、国家、个人和法律制度等方面的原因。解决上述问题我们有党和国家重视、优秀文化传统和人民拥护的优势,但还必须坚持用矛盾论分析方法,抓住发展社会生产的主要矛盾,进行时间进度的推进,同时强化教育、制度、奖罚、监督等措施,不断强化诚信体系的构建。

At present,we have some credit problems,for example we can't distinguish between true and false, confound right and wrong, one's words are not matched by deeds,hidden rules are everywhere They put forward a serious challenge for the construction of credit system. The reasons mainly include history, country, personal, legal system and so on. To deal with them we have an advantage in party and country's attention, the excellent cultural tradition and people's support. But also we have to insist on a contradiction theory analysis method, seize the main contradiction of social production, at the same time strengthen education, system, rewards and punishment, supervision and take other measures to build the credit systems.
