关于海事机构购买社会服务的思考

Thoughts on maritime agencies buying social services

近期国务院研究推进政府机构向社会购买公共服务,这是转变政府职能、降低行政成本、提高行政效率、改善政府服务、促进服务型政府建设的新举措。文章分析指出,行政执法机关的服务性职能可以大胆进行外包,但是行政处罚、行政强制等执法职能在目前的法律框架内还不宜外包。海事机构在购买社会服务时要遵循这一原则做到既大胆创新,又有所限制。

At present,the state council makes a research on advancing the state government agencies to purchase public services from the community,which is the transformation of government functions,reduce administrative costs,improve administrative efficiency,improve government services,promote the construction of a new service-oriented government initiatives.The author pointes out the service functions of administrative law enforcement organs can safely be outsourced,but administrative penalties,administrative enforcement and other law enforcement functions within the current legal framework also should not be outsourced.In the purchase of social services maritime agencies should follow this principle to be both bold and innovative,but also limited.
