Discussion on the mass line in innovating provincial transport administrative management system after the "super ministry reform"

实行"大部制"改革的最终目的,是为了让上层建筑适应生产力发展需要,是为了更好满足人民群众生产、生活需要。因此,省级交通运输行政管理体制改革,也应紧紧围绕如何落实群众路线、如何提高群众满意度来推进。文章从交通运输行政组织架构、组织文化两个"一体化",推动干部交流,做好权力的加减法,规范机构设置以及提高民众参与度五个方面,论述了"后大部制时代"的省级交通运输行政管理体制改革如何落实群众路线的问题。

The ultimate goal to implement the 'super ministry reform' is to make die superstructure adapt to the development of productive forces,and to meet the needs of people's production and life.Therefore,the system reform of provincial transportation departments should focus on how to implement the mass line as well as how to increase the mass satisfaction.In this paper,the author explores how to implement the mass line in innovating provincial transport administrative management system after the 'super ministry reform' from the following five aspects:integrating transportation administrative organization structure and culture,promoting cadres exchange,being good at addition and subtraction of power,standardizing structural establishment and enhancing public participation.
