政府如何培育体育社团——来自广东的调研

Government's Cultivation of Sports Associations——A Survey of Guangdong

以广东省广州、深圳、中山、江门四市的体育局和体育社团为调查对象,采用实地考查法和访谈法,主要从规范性研究角度,分析研究了政府(主要是体育行政部门)对体育社团的培育内容和方式方法。研究认为,当下政府对体育社团宏观管理的首要工作是培育和扶持体育社团,以使它们尽快发展壮大起来;体育社团面临的困难和需要解决的问题是确定培育内容的依据;政府对体育社团的培育应该从五个方面入手:资金、场地设施(包括办公和活动两方面)、人力资源、政策法规和事权职能等。

Sports bureaus and associations in Guangzhou, Shenzhen, Zhongshan, Jiangmen of Guangdong Province are used as the research objects to analyze the government’ s cultivation contents and methods of sports associations from the angle of standardization. The research believes that the priority of the government’ s macro-management of sports organizations is to cultivate and support sport organizations in order to promote their development. The problems and dif-ficulties encountered by such associations can serve as the evidence on which the cultivating contents are based. Govern-ment’ s cultivation of such associations should be carried out from the following five aspects:fund, venues and facilities, HR, policies and regulations, and powers and functions.
