中亚地区作为中国西部的主要邻区,对中国西北长治久安、经济持续发展、社会繁荣稳定日趋重要。冷战后,中亚地区由于民族、宗教和大国博弈等原因,地缘政治格局发生了一系列重大变化,各种传统的与非传统的安全威胁因素不断出现。对中国而言,如何充分演绎好中亚各国可靠战略伙伴的角色,有效应对各种安全威胁因素的挑战,既是中国作为负责任大国对地区稳定与发展应尽的历史职责,也是为赢得发展重要战略机遇期而营造良好周边环境的需要。

As a strategically important region and adjacent to China's western border, the importance of Central Asia to the long-term stability, sustainable economic development and social progress of China's western region is growing. After the Cold War, the geopolitical setup in Central Asian region has undergone a series of major changes. Various traditional and non-traditional security threats continue to emerge. In addition, ethnic and religious problems are prominent and big-power wrangling in the region intensifies. As far as China is concerned, how will China play its role as a reliable partner of the regional countries to cope effectively with all kinds of security challenges, is not only the historical responsibility that China should bear to maintain regional stability and development as a responsible big power, but also the requirement for China to create a favorable peripheral environment so as to win an important period of strategic opportunity for its development.
