当前,恐怖主义组织和分子有更多的途径获取核材料、核技术与核武器,从而实现核武器与极端恐怖势力的结合,演化成为核恐怖主义组织。组织严密的理性核恐怖主义组织不必把直接使用核武器当作他们的最优先偏好,而可能像国家一样把核武器当作战略手段来实现他们的政治意图。面对着潜在严峻的非国家行为体的核恐怖威胁,国际社会需要加强国际合作,尽快构建一个普遍、高效、权威的全球防范体系。

Right now, the terrorists and terroristorganizations have gained easy access to nuclear material, nuclear technology and nuclear weapons. Therefore, the combination of nuclear weapon with extreme terrorist elements turned into the nuclear-armed terrorist organization. Some well-organized rational nuclear terrorist organizations do not need to directly use nuclear weapon as their preference, and may use it as a strategic means to realize their political goals just like some countries do. Facing with the potential serious nuclear terror threat of non-state actors, the international community is in dire need of international cooperation, and set up a universal, high-effective and authoritative global prevention system as soon as possible.
