Three Power Objectives of China's Maritime Power

海洋强国梦已成为中国社会各界的热门词汇,加强海上力量建设、发展海洋经济等已成为中国官方的正式宣言。然而发展是相对的,强弱也是相对的,中国究竟要在世界海洋秩序中谋求什么样的权力地位?无论是学术研究,还是政府政策规划,这都是一个远未澄清的问题。本文综合分析中国海洋强国崛起的条件及环境,结合中国的海上利益诉求,重点从必要性及可行性两个方面,系统分析阐述了中国海洋强国的三大权力目标,即地区性海上力量、国际海洋政治大国、世界海洋经济强国。

Maritime power dream has become a popular Chinese community vocabulary,and strengthen the construction of sea power,speed up the development of maritime economy have become China's official formal declarations. However,power is relative,what China exactly wants to seek in power position of the world's ocean order? Neither academic nor government policy planning is far from clarifying the issue. In this paper,a comprehensive analysis of the conditions and environments of China's maritime power rise,combined with the demands of China's maritime interests,focusing on the necessity and feasibility from two aspects of power system to analyse three major goals of China's maritime power,namely the regional sea power,the international maritime political power,the world's major maritime economy.
