克拉运河项目的酝酿已历经三个多世纪,法、英、美、日等大国均曾对运河项目施加影响或介入规划。克拉运河项目面临的不利因素主要有:经济可行性不确定、泰南局势不稳以及泰国政府效能不足等内政问题、东南亚地区地缘经济和政治形势复杂等。克拉运河也具有促进地区经济发展、保障东亚能源安全和助推东南亚地区一体化进程等战略意义。基于对中国参与运河项目的利弊分析,中国应适时关注克拉运河项目的研究、规划工作,并借助区域合作机制提供融资支持,加强与利益相关方合作,适时参与推进运河项目。

The project of the Kra Channel has been plotted for three centuries.Great powers,such as France, Great Britain,the United States and Japan,all have participated in one way or the other.The disadvantage of the project is economic uncertainty,instability in South Thailand,insufficient administrative capability of the Thai government,and complex geopolitical conditions in Southeast Asia.On the other land,the Kra Channel can promote region cooperation in Southeast Asia,secure energy supply to East Asia,and enhance integration of Southeast Asia.China should pay special attention to the Kra Channel through regional cooperation mechanism and collaborate with other regional powers,and eventually participate in the project at some point.
