大海洋生态系管理的理论与现实反思

Theories and Practical Reflection of the Large Marine Ecosystem Management

面对海洋生物资源的衰退甚至枯竭,以及单一种类管理方式及多部门管理的失败,人类又相继提出了多种类管理及综合管理方法。在此基础上,有学者又提出了大海洋生态系管理方法。本文试图通过研究大海洋生态系管理的基本原理和实施框架,剖析其理论上的优越性、可行性及其存在的问题,探讨其实用价值及中国之创新应用。本文研究表明,尽管大海洋生态系管理实践上存在众多困难和问题,但并不能阻止其成为未来海洋管理尤其是海洋生物资源管理的发展方向。

In the face of the decline and even depletion of marine biological resources,as well as the failure of the methods of single species management and departmental management,human beings developed the multi- species and integrated management methods. Scholars advanced the approach to large marine eco-system management( LMEM) on the basis of the above. The paper studies the foundational principles and action framework of LMEM,takes apart its theoretic advantages,feasibilities and inherent issues,and explores its practical values and the innovative application in China. The results in this study show that the multitudinous difficulties and issues in the practices of LMEM can't impede its progress,and it will become the direction of ocean management and marine biological resources management in particular.
