民间助残组织的赋权功能及实现途径分析

The Empowering Function of Civil Organization of Aiding the Disabled and Its Realization Ways

民间助残组织通过提供助残服务,发挥组织功能,有助于加快推进残疾人事业发展。当前,民间助残组织赋权功能的实现受到多方面的制约,例如相关法律法规不健全,政策环境缺失,政府对民间助残组织不够重视,监督体系不完善,残联作为主要职能机构协调力不足,社会认可度不高、慈善公益意识不强等。化解赋权困境可通过"内力推动"和"外力推动"两种,以发挥民间助残组织的赋权功能。

The civil organization of aiding the disabled play its part through providing disability helping services, which is useful to accelerate the development of the cause of the disabled people. However, it is an urgent problem on how to promote the development of these organizations and give full play to their empowering function. The article chose the development and empowering function of aid-the-disabled organization as study objects. It summarized the difficulties faced by grassroots organization of the disabled such as incomplete laws and regulations, not enough importance attached by the government, imperfect monitoring system, short of charity awareness, etc. To address the empowering problem, it proposed to function social organizations through”internal force approach”and“external approach”.
