我国高校院(系)数量膨胀现象探源

On the Inordinate Number of Schools in China Higher Education Institutions

众多调查表明,我国高校的院(系)数量在膨胀。与国外高校的school、faculty或college相比,我国高校自20世纪50年代以来确立的校、系两级管理结构至今尚未发生根本性的改变,绝大部分高校所设的多数学院事实上只相当于国外高校的学系。结构不同是造成我国高校所设院(系)数量膨胀的直接原因,而符合学科专业发展整、分结合需要的校、院、系三级管理结构的形成又受制于过度行政化的管理体制,后者是造成我国高校院(系)数量膨胀的根本原因。

Many investigations testified the basic fact that there was inordinate number of schools in China higher education institutions.Comparing the school,faculty or college abroad,it hadn't changed radically since the university-department two-layer management system established in the 1950 sin China.The institutional structure difference was the immediate cause,which brought out inordinate number of schools;furthermore,the formation of the university-college-department three-layer management system which could satisfy the discipline development need combining whole and part,was restrained by the administrative system of excessive administrativization which was the primary cause incurring inordinate number of schools.
