高等教育现代化是以国际高等教育最高水平、最先进状态为参照的目标体系和追求,是具有时空局限性的相对概念,反映未来某阶段或现实高等教育发展的最高水平及其综合实力的最强状态。高等教育现代化的特征不是其内部独立要素的反映,而是高等教育内部及其外部诸多具有共性的特殊关系的体现。高等教育现代化的要素包括高等教育的普及化、高等教育的高质量、高等教育的善治结构、高等教育的国际化、高等教育的信息化、高等教育的学习化社会。高等教育的改革开放尤其是高等教育的国际化是促进高等教育现代化的唯一途径。

The modernization of higher education is a target system and pursuit aiming to the top level of international higher education and the advanced state.It's a relative concept with time and space limitations,which conflicts the top level of higher education development and the strongest state of comprehensive strength in the future or present.The characteristics of higher education modernization are the reflection of the common special relationship among the inside and outside higher education,instead of the reflection of independent factors inside.The factors of higher education modernization include the universalization of higher education,high quality of higher education,good governance structure of higher education,the internationalization of higher education,informatization of higher education,and the learning society of higher education.Reforming and openness of higher education,especially the internationalization of higher education,is the only way to promote the modernization of higher education.
