现阶段中国征地矛盾的特征、趋势与对策

An Research on the Characteristics,Trends and Countermeasures of Land- Expropriation Contradictions at the Present Stage

现阶段中国征地矛盾主要类型有程序违法型、干部贪占型、相对剥夺型和内部利益分配不均型,呈现出征地矛盾手段的强制性、发生形式的集体化、博弈策略的复杂化、矛盾抗争的"事后维权"以及强度的刚性等特征。未来的征地矛盾将在区域差异、征地手段、政策体系以及征地次生矛盾等方面有所发展或弱化。本文在此基础上提出了化解征地矛盾的对策。

At present stage,there are four types of land- expropriation contradictions in our country,which called the type of program illegal,of cadre corruption,of relative deprivation and the type of internal interest distribution. In terms of characteristics,it demonstrates the forms of collectivization,the means of mandatory,the complexity of game strategies and rights protection of ' after the event'. In the future,land- expropriation contradiction will generate new trends in some respects as regional variation,method of land expropriation,policy system,and secondary contradiction and so on. On the basis of above analysis,this research proposes some countermeasures.
