论中国养老服务的政策取向——基于养老服务政策变迁的视角

On China's Service Policy of Providing for the Aged

以养老服务政策变迁为考察视角,中国的养老服务政策经历了以家庭为主提供养老服务阶段、社会福利社会化阶段、政府责任凸显阶段。中国养老服务的政策取向有五:一是制度化,建立以护理保险为核心的养老服务制度;二是体系化,建立以老年人需求为中心养老服务体系;三是多元化,政府主导下的四位一体养老服务供给格局;四是法制化,健全老年服务法律法规;五是科学化,实现养老服务的标准化和信息化。

China's service policy of providing for the aged has undergone a process from family supporting as the main way to the social service in which governments are playing an important role. There are five trends in China's service policy of providing for the aged,namely,setting up the service system with care and insurance at the core,the system with the needs that the aged ask,multi- system with the leadership of governments,setting up and improving the laws and regulations for the aged,and standardization and information of service.
