河北省推行合同能源管理的对策及建议

Countermeasures and Proposals of Energy Control Contract in Hebei Province

合同能源管理是一种新的节能机制,对用能单位和节能服务公司而言,是一件双赢的好事,而最大的受惠者是整个社会。影响河北省推行合同能源管理的主要因素有:用能单位对节能服务公司的业务缺乏认知;节能服务公司前期投入较高,资金运转困难;税收等优惠政策难以落实;节能量的认定缺少统一的评价标准,等等。针对这些问题,本文提出了一些可行性对策及建议。

Energy control contract is a kind of new mechanism of saving energy,and the whole society is the biggest beneficiary. The main factors of affecting energy control contract of Hebei province include consciousness of saving energy,bigger investment,preferential tax policy difficult to come into effect,evaluation standards of saving energy and so on. This paper gives some countermeasures and proposals.
